Why does flat-share mates have a hard time letting you have heat?

I think that since I pay my share I should at least have a reasonable amount of heat. I cant even have it on at night because the pipes make a noise in thier room and keeps them up. Then I was told yesterday that me and my partner need to cut back!! I dont even get to use the heat 3 hours a day!
What the heck is wrong with these people?? Is it just a culture thing that I am missing??? Any help??

For sureof course you should be able to have signed maybe the only answer is to have signed maybe the only answer is to find another place and be able to find another place and be sure to clarify such points as heating first.

The are good value and you can relate to that problem why dont you buy yourself gas heater the are good value and you can move it from room to room to that.
