Limiting internet usage in a shared flat?

Someone last week downloaded 40gb of data (music, film etc)
Is there some way to limit their internet connection speed or bandwidth?
I use a bt homehub router.

Its so much because of limits but more the fact that everyone else is having difficulties access the net at a reasonable speed.

Wireless printer sharing will not work in other rooms of house. Any suggestions?
